THIRUVANANTHAPURAM: The State Human Rights Commission has ruled that starting of BEVCO outlets in residential areas is not right, when the law itself says that consuming alcohol does not fall under the fundamental rights.

Commission’s acting president P Mohandas said in the ruling that “the State shall endeavour to bring about prohibition of the consumption except for medicinal purposes of intoxicating drinks and of drugs which are injurious to health,” as prescribed in Article 47 in The Constitution of India.

He further said that the opening of BEVCO outlets, ignoring the protests by the public, cannot be justified.

The ruling is based on a complaint submitted by housewives on behalf of Sthree Shakti Janakeeya Samithi, regarding the shifting of the liquor vend from Mangalapuram highway to Murukkampuzha. The Commission has also ordered submission of an explanation by the BEVCO MD and Mangalapuram gram panchayat secretary, within 30 days.
